Oklahoma Reader (“Oklahoma Reader,” “we” or “us”), owned and provided by Mobile DMV, LLC d/b/a GoValidate, a service provider for Service Oklahoma (“SOK”), is an application which enables the verification of selected information from a compatible mobile driver license or other digital credential presented through a supported wallet application. We understand that protecting the privacy and confidentiality of your personal information is of the utmost importance. Our commitment to protect your personal information will continue under the principles and guidelines described below.
This Online Privacy Notice (this “Privacy Notice”) describes what personal information we collect, and how we use, store, and share that information through any of our online interfaces to which a copy of this Privacy Notice is posted and when you use the Oklahoma Reader application or any other online services we offer (collectively, “Online Services”) that link to or reference this Privacy Notice.

By using or accessing any Online Services, you confirm your agreement to the terms and conditions of this Privacy Notice as may be in effect at that time. Your use of the Oklahoma Reader application constitutes your affirmative consent for the processing of your personal information to the extent necessary to provide and secure the Online Services as set forth in this Privacy Notice. 1. Types of Information We Collect
Depending on the nature of your interactions with us, including when you use our Online Services, we may collect the following information:
Personal Information
Personal information (also called personal data) is any information that identifies, relates to, describes, is reasonably capable of being associated with, or could reasonably be linked to an individual. Examples of personal information we may collect include:
Internet Protocol (“IP”) address, any referring URL and other unique device identifiers;
Information from cookies, pixel tags and other technologies to collect information and learn from your visit or use of the Online Services;
Account registration information, such as your username, email address, password, communication and opt-out preferences and other details;
Configuration information about your device, including device type, web browser type and version, hardware model, operating system type and version, display/screen settings, language preferences, unique device identifier, serial number, Internet or other electronic network activity information, such as browsing history or search history;
Settings from your device, such as location, diagnostics and performance, including geolocation and other location information transmitted by your device, if you have enabled location services on such device;
Analytics and diagnostic information, such as the dates and times the Online Services are used, features or screens accessed, session duration, crash reports, error logs, and performance information; and
Search engine traffic referral information;
Sensitive Data Consent
We will obtain your affirmative consent before processing any category of Sensitive Data, as defined above, unless the processing is strictly necessary to provide the service you requested or exempt under Oklahoma law. You have the right to withdraw this consent as detailed in Section 9.
Non-Identifiable Data
When you use our Online Services, we may receive certain personally non-identifiable information. Non-identifiable information is data that cannot be used on its own to trace or identify a person. We may store non-identifiable information ourselves or it may be included in databases owned and maintained by our affiliates or service providers.
De-Identified and Aggregated Data
We may also collect and use information on an aggregated or anonymous basis for various business purposes, where permissible under applicable law. To the extent that personal information has been de-identified, aggregated or otherwise rendered anonymous in such a way that you and your device are no longer reasonably identifiable, such information will be treated as non-personal information and certain terms of this Privacy Notice will not apply.
2. How We Collect Information
We may collect personal information from you online or offline, including information you give us directly and from third-party data sources. You are not required to provide your personal information; however, if you choose not to provide such information, you may not be able to use some or all of the features of our Online Services and we may not be able to fulfill your request.
Personal information we collect falls within the following groups of sources:
Directly From You
We may collect personal information you provide directly to us. For example, when you register for an account on our Online Services, interact with us through social media, send us an email message or otherwise contact us, submit a form or transmit other information by telephone or letter.
From Third Parties
We may collect personal information from third parties. For example, from businesses or third parties acting at your direction, from our affiliates who work with us to provide our Online Services and assist us in security and fraud prevention, and from other lawful sources including the SOK.

From Automated Information Collection
We may collect personal information automatically. For example, automated monitoring of our Online Services and other technical systems, such as our computer networks and connections, communications systems, and email and messaging systems for purposes of monitoring the security and reliability of our Online Services.
3. How We Use Your Information
We (and our third-party service providers) may use your information for various purposes, including:
To provide, maintain and improve our Online Services;
For business purposes, including data analysis; audits; developing, evaluating, analyzing, enhancing and improving content, features and Online Services; payment activities; accounting; determining usage and identifying usage trends;
To contact you with non-personalized or promotional emails, surveys, and information that we believe is of interest to you; any promotional calls or text messages are made only with your prior express consent, consistent with Oklahoma's Telephone Solicitation Act, 15 O.S. § 775C.1 et seq. You may opt out of these communications at any time;
To contact you and inform you about information regarding, and to administer, our Online Services, including confirmation emails; changes to terms, conditions and policies; responses to your emails; support inquiries; submissions; comments; requests; complaints; and other administrative purposes;
To customize or personalize our Online Services’ content, layout, and services;
To allow you to participate in interactive features when you choose to do so;
To process, evaluate and respond to account and service inquiries, requests and applications;
To detect, prevent, diagnose and otherwise address technical and security issues;
To protect against and prevent fraudulent or unauthorized activities;
To conduct other day-to-day operations, such as to disclose information as outlined below under the section “How We Share Your Information,” to evaluate and improve our business and to perform compliance and training activities;
To comply with laws, regulations and industry standards, and to comply with any other legal process, regulatory or law enforcement requirements;
To enforce our agreements with you, which may include our Terms of Use and this Privacy Notice; and
For other purposes about which we notify you.
We do not sell your personal information for monetary consideration. Furthermore, we do not process your personal information for the purpose of targeted advertising or for profiling in furtherance of decisions that produce legal or similarly significant effects concerning you. We limit the processing of your personal information to what is adequate, relevant, and reasonably necessary to provide the Oklahoma Reader service and for the purposes disclosed in this Online Notice.
4. How We Share Your Information
In addition to the uses mentioned or described elsewhere in this Privacy Notice, from time to time, we may share your personal information as permitted or required by law or regulation or for any other purpose described in this Privacy Notice. More specifically, we may disclose personal information:
Service Providers and Processors
We may share your personal information, to the extent necessary, with third-party vendors, service providers, contractors, processors or agents who perform certain business-related functions for us or on our behalf and require access to such information to perform those functions. These third parties process personal information on our behalf and pursuant to our instructions. They cannot use the personal information we share for their own purposes, and they must delete or return the personal information once they have fulfilled our request. Examples of business-related functions that our service providers perform include:
Email delivery;
Hosting services; and
Customer service and marketing efforts.
Our Affiliates
We may share your personal information with our affiliates, in which case we will require those affiliates to honor this Privacy Notice. Affiliates include subsidiaries, joint venture partners, or other companies that we control or that are under common control with us.
Business Transfers
We may share or transfer your personal information in connection with, or during negotiations of, any merger, financing, reorganization, dissolution, acquisition of all or a portion of our business to another company, or any similar event relating to all or a portion of our business or assets.

We may disclose your personal information if we are required to do so by law or in the good faith belief that such action is necessary to (a) comply with a legal obligation, (b) protect and defend our rights or property, (c) act in urgent circumstances to protect the personal safety of users of our Online Services or the public, or (d) protect against legal liability.

We may disclose your personal information for any other legal purpose with your consent.

The information and disclosures contained in this Privacy Notice apply only to our Online Services. Our Online Services may contain links to other third-party websites for your convenience and information that are not operated by us. We do not own, operate, or control such third-party websites or the content therein, and we have not reviewed all of the material, including goods or services, made available through third-party websites. We do not guarantee, and are not responsible for, the privacy, security, practices or content of such third-party websites, including the accuracy, completeness or reliability of their information, or for any goods or services offered by such third parties.
Any link to or from another website is for convenience purposes only and does not constitute an affiliation, sponsorship, representation, warranty or endorsement of the owner of the linked website or of any third-party content, products or services. If you click a third-party link, you will be directed to that third party’s website.
You are responsible for reading the terms of use and online privacy statements for any other third-party services or third-party website before permitting them to collect or use your personal information. If you decide to access any of the third-party websites linked, you do so at your own risk and subject to the terms and conditions of use for such websites.
6. Cookies and Tracking Technologies
We and, if applicable, our service providers may deploy and use various tracking technologies to collect information, including:
Cookies
“Cookies” are small text files that can be placed on your system when you visit a website. Cookies allow us to collect information such as browser type, time spent on a website, pages visited, language preferences and information about your relationships with us. Cookies allow us to facilitate image changes, display information more effectively, collect website traffic and personalize and customize your online experience and our Online Services to your needs. Our Online Services do not require users to accept cookies, and you can set your browser to notify you when you receive a cookie, giving you the opportunity to decide whether to accept it. If you choose not to accept cookies, you may experience some reduction in graphics and other personalized Services. You also may need to accept cookies to maintain certain online advertising opt-out elections.
Pixel Tags and Similar Technologies
“Pixel tags” (also known as “web beacons” or “clear GIFs”) are small graphic images (usually invisible) that can be embedded in content and ads on a website page and HTML-formatted email messages that may, among other things, track the actions of users and email recipients, measure the effectiveness of communication and compile statistics about site usage and response rates. These web beacons may then be used to recognize our cookies and to monitor certain user interactions with our Online Services.
Location Tracking on Mobile Devices
Certain applications on mobile devices may transmit information to us about your location. We may use that information to improve the Online Services we provide to you as well as improving our services in your area.
Use of Cookies and Tracking Technologies
Information collected through tracking technologies is used for many purposes, including, for example, to:
Provide useful features to simplify your experience when you use or return to our Online Services;
Deliver relevant content based on your preferences, usage patterns and location;
Monitor and evaluate the use and operation of our Online Services;
Analyze traffic regarding our Online Services and on websites or mobile applications of third parties;
Customize and improve our Online Services; and
Enable and support security features on our Online Services.
7. Online Tracking
Most web browsers and some mobile operating systems and mobile applications include a Do-Not-Track (“DNT”) feature or setting you can activate to signal your privacy preference not to have data about your online browsing activities monitored and collected. At this stage, no uniform technology standard for recognizing and implementing DNT signals has been finalized. As such, we do not currently respond to DNT browser signals or any other mechanism that automatically communicates your choice not to be tracked online. If you make such a request or enable such a setting, it will not prevent the collection of information about your online activities over time and across third-party websites when you use our Online Services.
8. Communications and Opting Out
Communications between us may occur electronically, whether it be through messages to your support portal account, email, text (SMS) message, notices posted on our website or applications, or push notifications (collectively, “Communications”). Therefore, when you use our Online Services or otherwise register to receive services, you may be asked to provide an email address, phone number, or other personal information along with a request to consent to the receipt of Communications. If you consent to receiving Communications, you agree to be contacted by or on behalf of us through the Communication channels listed above.
Content of Communication
Communications from or on behalf of us to your mobile phone or other wireless device may include, but are not limited to user support, legal notices, and information about new products or services.
Text Messages
If you consent to receiving text messages, you understand that the number of text messages you receive from us may vary, and that message and data rates may apply based on your plan with your wireless provider. Your consent is not a condition for accessing the Online Services. You understand and acknowledge that network services are outside of our control, and we are not responsible or liable for issues caused by delays or failures in the receipt of any mobile messages connected with our text messaging services. Mobile access and text message delivery is subject to your mobile carrier network availability and not guaranteed. If you have any questions about your text or data plan, please contact your wireless provider.
Opting Out of Communications
Consenting to Communications or access to features on your device is completely voluntary. You have the right to refuse Online Services, and the right to opt out of receiving promotional Communications, and the right to refuse access to features on your device at any time.
If you want to stop receiving promotional Communications via email, you may update your preferences by using the “Unsubscribe” link found in our emails.
You can opt out of promotional texts by replying “STOP.” After you send the text STOP to us, we will send you a text to confirm that you have been unsubscribed. After this, you will no longer receive text messages from us. You can also opt out of promotional emails and texts by contacting us by email, phone, or in writing with your request. Regardless of your opt-out preferences, we reserve the right to send you emails or other communications for administrative, operational, and emergency purposes.
To stop the use of your camera, you will need to go to your device’s settings and change the app permissions. The process for changing app permissions may not be the same for every device. Therefore, please contact the support team for your device if you need help changing app permissions.
If you want to disable push notifications, you will need to go to your device’s settings and change the notification permissions. The process for changing notification permissions may not be the same for every device. Therefore, please contact the support team for your device if you need help changing notification permissions.
9. Your Oklahoma Privacy Rights
If you are an Oklahoma resident, the Oklahoma Data Privacy Act, 75A Okla. Stat. tit. §§ 300–320 (eff. Jan. 1, 2027) (the “Oklahoma Privacy Act”), provides you with specific rights regarding your personal information, subject to certain exceptions. This section describes your rights under Oklahoma law and explains how to exercise those rights.
Right to Confirm and Access
You have the right to confirm whether we are processing your personal information and to access the personal information we have collected about you, including the right to obtain a copy of your personal information in a portable and, to the extent technically feasible, readily usable format that allows you to transmit the data to another entity without hindrance.
Right to Correct
You have the right to correct inaccuracies in your personal information, taking into account the nature of the personal information and the purposes of the processing of the personal information.
Right to Delete
You have the right to delete personal information provided by or obtained about you. We may deny your deletion request if retaining the information is necessary for us or our service providers to:
Complete the transaction for which we collected the personal information, provide a service that you requested, or reasonably anticipated within the context of our ongoing business relationship;
Detect security incidents, protect against malicious, deceptive, fraudulent, or illegal activity, or prosecute those responsible for such activities;
Debug to identify and repair errors that impair existing intended functionality;
Comply with a legal obligation; or
Make other internal and lawful uses of that information that are compatible with the context in which you provided it.
Right to Opt-Out of Sale, Targeted Advertising, and Profiling
You have the right to opt out of the processing of your personal information for the following purposes: (1) targeted advertising; (2) the sale of personal information; and (3) profiling in furtherance of decisions that produce legal or similarly significant effects concerning you. We provide you with the mechanism to exercise your opt-out rights as required by Oklahoma law. As used herein, “targeted advertising” means displaying advertisements to you based on personal information obtained from your activities over time and across non-affiliated websites or online applications to predict your preferences or interests.
Rights Regarding Sensitive Data
We will obtain your consent before processing “sensitive data” for purposes beyond what is necessary to provide the requested services. Sensitive data includes personal information revealing your racial or ethnic origin, religious beliefs, mental or physical health diagnosis, sexual orientation, or citizenship or immigration status; genetic or biometric data; personal information collected from a known child; and precise geolocation data. Because we obtain your affirmative consent before processing sensitive data (as described above), you may withdraw that consent at any time using the methods described below; withdrawing consent may limit or prevent your use of certain Online Services, including digital ID verification.
Exercising Your Rights
To exercise your rights described above, please submit a request by visiting our website and using the designated request form at https://soksupport.go-validate.com.
Only you, or a person authorized to act on your behalf, may make a request related to your personal information. You may also make a request on behalf of your minor child.
We will respond to your request within forty-five (45) days of receipt. If we require more time (up to an additional forty-five (45) days), we will inform you of the reason and extension period in writing within the initial forty-five-day response period. We will deliver our written response by email or through your account portal, if you maintain one with us.
Any disclosures we provide will only cover the twelve (12)-month period preceding receipt of your request. The response we provide will also explain the reasons we cannot comply with a request, if applicable.
Right to Appeal
If we decline to take action regarding your request, we will inform you of our reasons for declining to take action and provide instructions for how to appeal the decision. You have the right to appeal our decision by contacting us using the methods described above and specifying that you wish to appeal. Within sixty (60) days of our receipt of your appeal, we will inform you in writing of any action taken or not taken in response to the appeal, including a written explanation of the reasons for the decisions.
Non-Discrimination
We will not discriminate against you for exercising any of your rights under Oklahoma law.
Authorized Agents
You may designate an authorized agent to make a request on your behalf. To designate an authorized agent, you must provide the authorized agent written permission to submit the request on your behalf, and we may require that you verify your identity directly with us. Alternatively, an authorized agent may submit a request on your behalf if the agent provides proof of a valid power of attorney.
10. Updating and Correcting Information
We believe you should have the ability to access and edit the personal information you have provided to us. You may change personal information in your account, where permitted, at any time by following the instructions posted in your account. You may also correct your personal information and privacy preferences by contacting us at https://soksupport.go-validate.com. Please include your name, address, and email address when you contact us. We encourage you to promptly update your personal information if it changes.
11. Removal or Deletion of Information
You may ask to have the information on your account deleted or removed as described in Section 9 above. However, some information, such as past transactions, logs of technical support calls, or other information may not be deleted for legal or administrative purposes. In addition, it may not be possible to completely delete your information without some residual information because of backups. To have your personal information deleted or removed, to the extent we are able to do so, please contact us at https://soksupport.go-validate.com.
Please note that if you decide not to provide us with certain personal information we request, or you decide to delete or remove your personal information, you may not be able to access some or all of our Online Services.
12. Your Role in Protecting Your Information
To protect your information and our proprietary databases and systems, you should not share any of your personal information with any unauthorized persons. You should take all necessary steps to secure your mobile devices and the information you may have stored on them. We do not have control over the security of your mobile device. We assume no responsibility for the loss of information associated with security disrupting technologies, including, but not limited to reverse engineering of mobile device applications or malware that compromise our Online Services as a result of owner or third-party initiated changes to your mobile device. The security of your devices is solely your responsibility.
Any information you provide, comment, or otherwise post on or to any public areas of our Online Services (including any social media platforms) shall be deemed “Public Information.” Your Public Information is non-confidential, and we reserve the right to reproduce, use, disclose, and distribute such Public Information to others without consent, limitation, or compensation of any kind. Also, your Public Information may be viewed, collected, or accessed by other users of our Online Services, and may be available in search results on Internet search engines.
Please do not post or add personal information to any public areas on our Online Services that you would not want to be publicly available. To request removal of your Public Information please feel free to contact us at https://soksupport.go-validate.com. However, please note that in some cases we may not be able to remove your Public Information from such areas. You understand and acknowledge that posting any Public Information is at your own risk. Although we have put in place reasonable security measures to protect your personal information, we cannot control the actions of other users or members of the public who may access your Public Information and are not responsible for the circumvention of any privacy settings or security measures you or we may have in effect.
You further understand and acknowledge that, even after removal of any Public Information, copies of such information may remain viewable in cached and archived pages or if any third parties have copied or stored such information. Therefore, we advise that you do not upload, comment, or otherwise post any information you do not wish to be public.
13. Data Integrity and Security
We process your personal information only for the purposes for which it was collected and in accordance with this Privacy Notice and any other applicable notices. We take reasonable steps to ensure that the personal information we process is accurate, complete, and current, but we depend on you to update or correct your personal information whenever necessary. You accept full responsibility for ensuring your personal information is accurate and complete to the extent that you choose to provide your personal information.
We maintain reasonable administrative, technical and physical data security practices to protect the confidentiality, integrity, and accessibility of personal information and to reduce reasonably foreseeable risks of harm to consumers, including encrypting personal information in transit and at rest. We take reasonable steps to protect your personal information from loss, misuse, and unauthorized access, disclosure, alteration, or destruction, including through restriction of access to personal information to our employees, contractors, agents, and consultants who need to know that information in order to operate, develop, or improve our Online Services.
These steps include internal reviews of our data collection, storage, and processing practices and security measures, as well as physical security measures to guard against unauthorized access to systems where we store personal information. We have conducted data protection assessments for our processing of personal information to evaluate and minimize privacy risks and ensure appropriate safeguards are in place.
Unfortunately, however, no data transmission over the Internet or any wireless network can be guaranteed to be 100% secure. As a result, while we strive to protect your personal information, you acknowledge and understand that there are security and privacy limitations inherent to the Internet beyond our control, and the security, integrity, and privacy of any and all information and data exchanged between you and us through our Online Services cannot be guaranteed.
In the event of a security breach that compromises your personal information we will notify you and relevant authorities in accordance with Oklahoma law, including the Security Breach Notification Act, 24 Okla. Stat. tit. § 161 et seq.. We will provide notice in the most expedient time possible and without unreasonable delay after discovering the breach, unless law enforcement determines that notification would impede a criminal investigation.
BY USING OUR ONLINE SERVICES OR BY PROVIDING YOUR PERSONAL INFORMATION TO US, YOU ACKNOWLEDGE THAT YOU UNDERSTAND AND ASSUME THESE RISKS.
14. Retaining Your Information
We will retain all other personal information only for as long as is necessary for the purposes set out in this Privacy Notice. Except where an exemption applies, we have adopted and implemented a retention schedule that prohibits the use or retention of personal information:
After the satisfaction of the initial purpose for which such information was collected or obtained;
After the expiration or termination of the contract pursuant to which the information was collected or obtained; or
Two years after your last interaction with us.
We will retain and use your personal information to the extent necessary to comply with our legal obligations, resolve disputes, and enforce our legal agreements and policies. We will also retain usage data for internal analysis purposes; although, usage data is generally retained for a shorter period of time, except when this data is used to strengthen the security or to improve the functionality of our Online Services, or we are legally obligated to retain this data for longer time periods.
15. Minors and Children
We do not knowingly collect, use, disclose, or solicit personal information from anyone under the age of eighteen (18) or knowingly allow such persons to create an account on our Online Services. If we become aware that we have collected personal information from a child under eighteen (18) we will take steps to delete such information.
16. Data Transfers
We maintain our servers and technical infrastructure in the United States (“U.S.”). If you are accessing our Online Services from another jurisdiction, please be aware that your information may be transferred, stored, and processed in the U.S. and in accordance with this Privacy Notice. Your consent to this Privacy Notice followed by your submission of such information represents your agreement to that transfer.
17. Changes to this Privacy Notice
We may update our Privacy Notice from time to time. Notice of any material changes or updates to this Privacy Notice will be posted on the homepage of our website and you will receive a pop-up notice in your account if you are using the Oklahoma Reader application before those changes take effect. We will also change the “Last Updated” date at the top of this page. We recommend reviewing this Privacy Notice periodically for any changes. Changes to this Privacy Notice are effective when they are posted on this page.
